Charles Augustus Russell was born in Essex, Connecticut on March 20, 1886. He was educated at Wesleyan University, where he received a B.A. in 1905. He was admitted to the New York bar in 1907 and practiced law in Connecticut between 1910 and 1914. He then served as attorney for the Connecticut Public Utilities Commission, a position he held until 1917. Between 1929 and 1949, he was president and treasurer of the Edward Hazen Foundation.
